Menstrual Leave Policy for Women Employees (Karnataka)

As per the recent Government Order published by the Government of Karnataka, a new Menstrual Leave Policy has been mandated for all eligible women employees working in establishments registered under applicable labour legislations in the state. Below is a summary of the policy and the required compliance actions.


1. Policy Overview

Eligibility

All women employees (permanent, contractual, or outsourced), between the ages of 18 and 52 years, working in Karnataka.

Leave Entitlement

  • 1 day of paid leave per month, up to 12 days per year.

  • The leave is non-carry forward and non-encashable.

Sectors Covered

The leave applies to all establishments registered under:

  • Factories Act, 1948

  • Karnataka Shops & Commercial Establishments Act, 1961

  • Plantation Labour Act, 1951

  • Beedi & Cigar Workers (Conditions of Employment) Act, 1966

  • Motor Transport Workers Act, 1961
    Along with all government offices, IT/BT companies, MNCs, garment units, and private industries operating in Karnataka.

Conditions for Availing Leave

  • Leave must be availed within the same month.

  • No medical certificate is required.

  • Employees may avail leave through simple intimation/notification to HR or their reporting manager.


Effective Date:

The Order does not prescribe any specific effective date and is therefore operative with effect from the date of publishing, i.e., 12 November 2025.


Objective

This initiative aims to support women's health, promote workplace morale, and enhance productivity—reflecting Karnataka’s commitment to progressive gender-sensitive policies.

  • Confidential tagging enabled for MCL leaves

Payroll Impact:

  • Fully paid leave; treated as paid absence

  • Monthly entitlement validation

  • Restricted to 1 approved instance per calendar month

Reports & Compliance:

  • MCL usage report for internal audit

  • Monthly and annual summary for statutory record-keeping

  • Vendor-level allocation support for third-party employees

Add in Leave Template

  • Navigate->Settings->Staffing Template->Leave
  • Select Leave Template->Add created Leave Type->Select Working State->Click on Add button
